I never heard of this special regitration Plate for the space shuttle columbia. If you haven't heard about it either you can check it out here.

Does other states have something like this?

New York has more custom plates than you can shake a stick at.  98% of which I have never seen on a car.

Florida has around 120,

http://www3.hsmv.state.fl.us/Intranet/dmv/specialtytags/specialindex.cfm

Some of the more interesting themes include "Imagine", "Fish Florida", "Aquaculture", "LargeMoth Bass" (this seems to be very popular, I have seen it often.  We have a "Challenger" plate as well.

However, I think a year back or so we passed a bill to limit what could be turned into a commerative/funraising/etc. design for a plate, because we were going on overload with choices.  I never looked into it, but remeber hearing it somewhere.
People will accept your ideas much more readily if you tell them Benjamin Franklin said it first.

Ours are beyond count, the state legislature creates more every year.  The folks in Olympia have found out that selling specialty license plates is a good way to raise revenues without actually raising taxes (technically speaking).
I believe one for devoted Starbucks customers is slatted soon!  :)
