I PLACED THE DRONE COMB IN HIVE AS AVISED (ABOUT ONE THIRD OF FOUNDATION) AND THE BEES HAVE ALL BUT DRAWN IT OUT FULLY  DOWN THE WHOLE FRAME BUT THE QUEEN HAS NOT STARTED LAYING EGGS IN IT YET. WHY NOT? IT HAS NOW BEEN IN THE HIVE FOR ABOUT 3 WEEKS. IT HAS BEEN DRAWN FOR AT LEAST 2 WEEKS. NO EGGS. QUEEN IS LAYING EGGS ELSE WHERE IN HIVE. WHAT DO I DO NOW?   COLVIN

Is it in the middle of the brood area?  If not, you can move it to the middle.  Then it is just a waiting game.

An another hand that is good. When hive is going  swarm it want make drones. It seems that you hive have no idea about that.

Have you another hive? If it lays eggs, you may give small larvae to this hive and let it continue egg laying. Normally all hives are eager to make drones in spring.
