It can be done this late.  It's just that she may not lay until spring so you can't judge very well if she's viable or not.

JGARZASR;    i LIVED IN MICH. UNTIL I COULD NOT AFFORD THE TAXES.  i ALSO WAS A BEEKEEPER THERE. I NEVER REQUEENED AFTER THE MIDDLE OF AUG.  IF YOU ARE HAVING TROUBLE WITH A COLONY BEING QUEENLESS, COMBINE IT WITH ONE MORE WEAKER COLONIES.  AT THIS TIME OF YEAR IN MICH. IF YOU COMBINE COLONIES THERE A CHANCE THEY WILL NOT ACCEPT EACH OTHER.    I ALWAYS MADE UP A FEW NUCS IN JULY FROM QUEEN CELLS, THEN IF I NEEDED A QUEEN I HAD IT.  IF I DIDN'T NEED THEM I WOULD PUT THEM IN A DEEP BROOD CHAMBER WITH COMB AND HONEY, THEN IF NEEDED PUT A SUPER OF HONEY ON THEM FOR THE WINTER.    A GOOD SOURCE OF ITALIAN QUEENS  PORTER FARMS IN SOUTH CAROLINA   CEF
