Lazy Queen?

Getting my hives ready for the fall flow as well as checking the queens. I have what seems to be a lazy queen where she is laying sporadically, capped cells few and far between. I watched her run around for about ten minutes never really laying any eggs. Placing her head down in the cells which I've never seen before. Any ideas from the veteran beekeepers would help. Got no way of getting a new queen could combine with another hive . She is a new queen from about a month ago?
