it's also helpful to understand what Ike meant by Military Industrial Complex.  Prior to WW2 there were no restrictions on arms sales.  this was true in america and around the world.  in the run-up to WW2 companies and countries made tons of money selling arms to both sides without consideration of the consequences.  they had a vested interest in the continuation of the war machines.

Ike was concerned that we not allow international decisions to fall into the hands or, or be influenced by, those who would foment war for personal gain. 

this section of his speech is often used as a tool against those in the defense manufacturing business, but Ike was looking at the rise of globalism and seeing the mechanism for world (war) manipulation.
