I trying to add a profile picture, do you have to be logged off to do that?

No, you have to be logged in.  Click on the profile section up top in the blue bar, then under the Modify Profile section select forum profile information.

I don't have that in my blue bar. What kind of phone are you using?

I think it would be better to do this on a computer instead of a phone.
