How big of a tank?
Are you handy with metal and/or wood. No plans here just might give others a better idea of what you can produce.
Best one I have seen it was sitting up on a counter with a small chain attached to the spring loaded fill valve, the chain went down to the floor to a wooden block foot pedal. this left both hands free to shuffle bottles under it. I think t was about a 40 gallon tank.

I used 2x4's and lag bolts that I had in the barn to make extractor and bottling tank stands. Nothing fancy, but neat and practical, not to mention sturdy.
