Since the state of California is beyond bankruptcy,and LA wants to ignore the legislature,perhaps the legislature can let LA pay completely for it's own police department.Shut off state funding,that's the best way to bring them in compliance.
I hope this does not set a precedent for other departments across the nation.

California does not enforce federal laws (pot possession for one) so why should the cities obey state law?

I am a stronger proponent of State law than Fed law. The pot thing should probably be a state issue as many things that have been taken over by the Feds.
Although I do not agree on the pot use,it should be a state by state basis.
But I'm thinking LAPD gets more state than fed funding,however I could be wrong.
