Can we filter out users

We have a site owner/administrator, moderators, so why would/should we ever need more filters?

If someone annoys you how about a nice private message letting them know what bothers you. They might not realize they are annoying someone. I like hearing from all users, especially the ones that have longevity on their side even if they are a bit cantankerous sometimes.
