in a sad, government is screwy, kind of way.....

it's like the old guy who was fined for expanding his horse herd after an ordinance was passed to no allow livestock in town.  those people with livestock were grandfathered in, but could not replace animals that died or were sold. just over 9 months after the ordinance was passed, his mare foaled.  he went before the council and the council woman was quite irritate that he had bred the mare after the ordinance had gone in to effect.  only problem?  mares are in foal for 11 months, not 9.  fine was dropped.....

This has nothing to do with animal welfare or the general welfare for that matter.  Me thinks this "council" woman was more intrested in giving stallions free condoms and teaching them how to use one.
