I was trained to Annalise a situation with a single quick glace, and I know these guys were trained a lot more than I was. That is all I can say.
I heard a former team 6 guy on the radio taking about that; He had said that guessing by the fact that the story changed from had a weapon/lunging for a weapon/ to "shot while not armed" - and you are correct - they're also taught to subdue an unarmed person very quickly (although "police brutality" may look like slap & tickle by comparison)
The deduction he arrived at was that Bin Leaded had bodyguards who were instructed to shoot him if it looked even a little like "The Americans" were getting close enough to capture or kill him, so the (unpublished) pictures possibly would have shown powder burns from a point-blank kill and not something from across the room. So it's a possibility that he was not armed, still warm, and very gone when they breached.
I hate to believe that not publishing the pics was a good idea, but I have to think that an "official government press release" with something that morbid would be a little gruesome. It's the right decision, although it was kind of goofy calling it "spiking the football" and giving a celebratory insinuation.
As morbid as it may seem, I think there are some people waiting to see it so they can get closure, I'm not worried, I'm sure they'll be leaked eventually, unofficially, after the powder burns are airbrushed out.
