Just stumbled upon this site and thought it would be worthwhile to register.  I live in the western part of what's called Silicon Valley, an hour's drive south of San Francisco.  My town, which shall remain nameless, prohibits beekeeping unless the hives are located further than 1,000 feet from every occupied dwelling AND at least 300 feet from any traveled way.  Of course, these are impossible conditions for an urban beek.  So my avocation has made me into a scofflaw, at least in this one regard.
