Small amount of bees living in traps

I have two swarm traps in my yard. One has a couple dozen bees living in it, and the other has a few. No queen, just workers. Could be left overs from the swarm and cut-out hive I had that absconded, but not sure. Will they keep a new swarm from coming in? What should I do with them?

I had about fifty or so in a bait hive. I had caught a large swarm there but these bee's must either have been flying or resting in the leaves of the tree. After getting the swarm home I took the bait hive back and there was a group hanging in the tree next to were the bait hive was. As soon as I hoisted it up they went in. I took the bait hive home again and shook it out in front of the original swarm and they went right in. I then put the bait hive out in a different spot.
