put out 3 package today. seen no queens all the cage were open, but i did see this before i open the package here is a pic.Huh??

Did you check the comb they had built for eggs?  If the queens where released,  they might have started to lay.

I doubt they would lay eggs inside a cage.  THey have no acces to pollen in their and all brood (exept queens...if any) would die of starvation.
