Yes.  If you want to cut them down, it probably works best to nail them together, taking into account where you'll be cutting and avoiding nails there, and then use the frame as a handle.  Cut all of one side of each end bar with it set at 1 5/16", adjust the fence to 1 1/4" and cut all of the other side.
