Does this forum software have the ability to add a member to an ignore list ?

For Personal Messages, yes. Click the Profile tab at the top of the page and then choose

Personal Message Options enables you to set up an ignore list (blacklist) for Personal Messages, to request notification of new PMs by email and to save copies of your outgoing PMs by default.

For posts, yes. Your brain  Wink
