I have a sheet of "hardboard" that's been in my basement for years.  It was purchased for a project that never came about.  I was wondering if it could be used for inner covers.  I know it won't last a long time but would it work for a season or two?  Just looking for something to use it for.

Are you talking about MDF or particle board? The stuff that is made of sawdust and glue? If so then I wouldn't use it anywhere on a hive. It has no moisture resistance and offgasses like crazy under the right circumstances.

Sure it can be used.  Any scrap sheets of anything will work for inner covers.
